Shelton Urban Growth Area
Washington State land use law restricts commercial development to areas designated by local governments as Urban Growth Areas (UGA). This restriction necessitates robust planning to locate, finance and build infrastructure at a high urban standard. The City of Shelton has completed the first phase of this planning by designating appropriate land uses (residential, commercial and industrial) across the UGA including those areas not within city limits, yet planned for eventual annexation into the city. Realistic infrastructure planning, guided by market demand and focussed toward efficiency is required to ensure private development can be accommodated in a timely manner.
The City of Shelton and Mason County are negotiating an interlocal agreement that guides development in the portions of the Shelton UGA outside city limits and under the jurisdiction of the County. This agreement should guide a smooth transition from the existing rural development patterns to the more compact, urban development standard required by state law and expected by businesses regulated by these governments.
